If you want a minimal working system then that is
what I tried to discuss earlier. Honestly, I don't see much
practicality in doing: ./bootstrap -s0 && ./bootstrap -s1 &&
./bootstrap
-s2 ...
In this [1] message I explained why it can have sense. It is for
future stage M (Minimal) to reduce duplicates

Perhaps it is seen as duplicative in relation to the process, where each
process has its purpose, in this sense I do not see it as duplicative.
In the hypothetical case of stage "M" or minimum, we still do not know
what things can be duplicated with respect to what was used in the
previous stages, in this respect I do not think it will be duplicated or
many things will be used for it (according to what I proposed as "stage
M"). You can also link to what is needed from one stage to another, in
case they are files with the same instructions. However, my
recommendation is to have separate files, even if there are small
differences in the instructions.
Separating the stages as currently proposed, IMHO, is going to create
confusion and a bit of fragmentation...
