Hello Mike,
If the meter coil/movement is ok, perhaps there is a problem with a scaling resisitor, a resistor found near the meter that scales the meter to the voltage arriving at it. It may be in series or in parallel (or both) with the meter. Bottom line, just check the resistors wired to the meter. If you find any that are off from what they should be, replace it. Hopefully, that will get you back on track.

It reads about 200 watts with about 1000 watts input. I checked it with a dummy load and same (not the antenna). On my Drake W4 watt meter the rig reads the 200 watts (not the rig).
