Ya, after tuning up, and it seems to tune OK, I do crank up the gain pretty much all the way, but the MN4 indicates only maybe 60 - 80 watts out. To date, realignment efforts , changing out the 12BY7 and the finals haven't seemed to improve this. I do have some resistor values in the T4X I want to check. Rick W9WS suggested I check the resistors in the MN4, as they could have drifted upwards with time.
