Sounds like you have it wired for 240V and are running it on on 125V.  There are jumpers in the PS and RF deck that must be changed.

If the caps are old I would suggest changing them along with the diodes and resistors, also, change the fuse resistor R-12 to a 3 or 5 watt resistor of the same value.

While you have things apart, you might consider installing a step start circuit and a power switch protection relay.  The switches are no longer available.
