It's a 4PDT relay, and one contact controls the linear and another switches the Antenna from the receiver input to the PA output just after/before the Low Pass Filter module. So the T/R and Key functions are done by the same relay albeit by different contact sets. I suppose it's possible that the PA contact is "making" a little faster than the Linear contact. It might be possible to slightly bend the relay "arms" of the two sets of contacts to ensure that the Linear hits first, but ... The relay unplugs and is easy to open.
