Hi, Gene (and all): I just went through a VOX problem with one of my TR-4Cs. The VOX dropout delay was too short for CW. After close inspection of the two units, R135 was 33k, a value used to set the cutoff bias for the 6FQ7/6CG7 even though I had a 6EV7 in the rig. My other TR-4C, and a TR-4, had R135 = 68k and the tube was a 6EV7. Changing the resistor to 68k for a 6EV7 provided the correct VOX dropout delay time.
To summarize: R133 = 33k for 6FQ7/6CG7 R135 = 68k for 6EV7 Good luck. 73, Bob K9JU
