That's your problem. Make sure user space and kernel module version match. Have a look at your config. Is there a before-resync-target handler configured? Does that script exist? Does it log something? What happens if you do drbdadm -d before-resync-target minor-0 drbdadm -v before-resync-target minor-0 ; echo $? Do you need that script? Do you need to install that script?
