I don't know whether MS wants to design chips this time or not.  (They
have been deeply involved with that in the past, so I wouldn't rule it
out.)  But Microsoft cross-licenses and sublicenses substantial amounts
of intellectual property in order to allow multiple hardware vendors to
build products that are compatible with the APIs Microsoft defines.
That's one of the reasons D3D acquires new features without as many
intellectual property disputes as the OpenGL ARB has faced.
