This was not the case at least on my motherboard.

Changing the AT power to ATX power fixed the stability issue with memory
(tyristor on mobo couldn't give enough power for 768M of memory but ATX
power gave the 3.3V so tyristor didn't have to work). 

My conclusion was that VIA had made yet another buggy chipset and AGP
didn't work there so I went and bought KT133A (stupid me) which works with
AGP but has other issues (byte merges and so on)
