It's not that I need performance boxes. I just came across this converting environment variables to configuration options in the radeon driver. There are two more environment variables that don't seem to refer to working code: RADEON_COMPAT (assertion fails in radeonAllocCmdBuf) and RADEON_AGPTEXTURING_FORCE_DISABLE (the radeon driver doesn't support AGP texturing at the moment, right?).
I believe that it does. IIRC, it will allocate AGP memory for textures if it cannot allocate on-card memory. The R200 driver has the regular AGP allocation path disabled, I believe.
