59 FPS sounds like it's synchronizing with your monitor refresh rate. I
don't understand why that's happening, though, and why it depends on the
color depth. You can try playing with some environment variables. They
differ depending on whether you use XFree86 CVS or DRI CVS:

XFree86 CVS: (only matters if they are defined or not)
R200_NO_USLEEPS
R200_NO_IRQS
LIBGL_THROTTLE_REFRESH
LIBGL_SYNC_REFRESH

DRI CVS: (see http://dri.sourceforge.net/cgi-bin/moin.cgi/ConfigurationOptions
          for the meanings of different settings)
fthrottle_mode (values 0-2)
vblank_mode (values 0-3)

Let us no if they change anything with 24 bpp.
