Is anyone here on the ARB so they can go bug for these specs to be

Anyone can join the ARB as a "contributor". Or, post to the one of the OpenGL forums on www.opengl.org. People at the major ISVs read those forums.

the advent of DVD players with 3D hardware in them (NUON, Playstation 2,
X-Box, Panasonic Q "Gamecube", Sony PSX) it seems the time to stop
running around making the same extensions with different names, and
start unifying them a bit so these new technologies can take advantage.

There's tons of ways to pack/encode video data (http://www.lurkertech.com/lg/packings/index.html) but it would be nice to at least have standard support for 8-bit 4:2:2.
