Probably worth posting this on Mesa lists as it is likely to pertain to the changes Brian's made recently to the fog code.
As is, the ipers demo's fog settings aren't very effective (toggling fog on/off has little/no apparent effect).
Is the r200 driver producing different results than software rendering?
