Well, IIRC, the BIOS scans 'some' memory range for any ROM presence (like 
network, video cards), and, if found, runs them.

Also, I think the video card is responsible for the int 10h.

Possibly you can have a look at linuxbios and their freevga implementation[1], 
or the vbe standard[2].

Obviously, I may be totally wrong. 8)
