Fixes #17707 (0674a238547f9f4f9de9c6cf5d72015e5960aa9e) as everything before this works fine. But enabling ATI_texture_env_combine3 isnt wrong as it does fix some other glitches, as you can see in the screenshot, the ship is a lot less worse than without it, also when starting ut2004 the nvidia logo is displayed correctly without it is just mostly black.
