I see what happened - apparently I created two JIRA accounts somewhere
along the way - cmerrick and chrismerrick.  The cmerrick account has the
permissions I need, so I'm in good shape now.  If anyone knows how to
deactivate/delete a JIRA account, please get rid of the chrismerrick
account.
