We need to complete Netty issue https://github.com/netty/netty/issues/1977
This will allow us to remove bufferl from the Drill codebase. I suggest
utilizing the ResourceLeakDetector's use of SystemPropertyUtil to model for our
needs. This should be pretty straightforward for a new contributor.
