Summary: Allow logical plan submission into optiq optimizer

While the primary query format will be SQL, we want users of drill to also be
able to submit logical plans. Previously this was done using the intermediate
BasicOptimizer that is being phased out by optiq. This task mostly involves
reversing the optiq query graph to logical plan graph translation that was done
previously.
