This error is not reproducible on current master. Was fixed on 20th Apr as part
of :
https://issues.apache.org/jira/browse/DRILL-379.
SUBSTR(expression, start, offset) is available on current master.
SUBSTR(expression, start) however is still not available and would be taken
care as part of:
https://issues.apache.org/jira/browse/DRILL-630
