The dense decimal representation was created in lieu that the parquet storage
format for decimal would be similar and would be useful to have a drill
internal format that matches the storage format which is a compact
representation.
Parquet format opted for a different representation so disabling dense
representation in Drill till we modify Drill's dense representation to match
the parquet format.
