An application using the C++ client library may not enable logging in the C++
client library. This makes the job of debugging issues in a client application
fairly difficult.
This can be overcome by having an environment variable that, if set, will turn
on tracing to log client library messages to a log file.
Note that the logging should also log the parameters passed in to the API (eg
the query that is logged).
