Summary: Add scan size calculator option to HBase storage plugin

Currently, hbase scan size calculator is enabled through a setting in
drill-override.conf. This should be configurable the storage plugin level
instead, that way different plugins could have different settings, instead a
global setting for all hbase plugin configurations.
