Thanks T.  I've opened bug 9349 for this issue:

I do see that there is a driver specifically for the Sil3114, 3512, and
3112.  I don't know what those controllers are, but they're not what I
have.  OpenSolaris automatically chooses the generic ata driver for the
0680.

Linux does have a specific driver for it [1].  Maybe it's doing
something differently to initialize it compared to the generic Solaris
driver?
