All old copyright headers need to stay in place. We don't ask anyone
to sign over copyright, so the individual who creates the file should
place their name on the copyright (and anyone who does substantial
work should do that as well).
From a conversation I had with SFLC, we can use a reference to source
control in the future to solve this problem.
