As first steps, I'd recommend getting a development environment up and running and making a few small contributions. We like it when students have already shown some aptitude in getting started with the project. As for the two projects you mention, the first is adding a new feature, and will involve working inside the parser and optimizer. The second (API to index buffer) - it's a refactoring project, which means that the accomplishment is having made a seciton of code better - and will unlikely end up being end-user visible (even in performance).
