I can help with getting Drizzle under SPI.  I am a former board member.
 Please contact me about preparing a proposal.

Note that, among the umbrella foundations, SPI is the "minimum
involvement" one.  Most of the projects involved with SPI just treat it
as a bank account.  SFC and Apache provide a lot more structure, but
also require a lot more involvement.
