The main issue with collation on connection is (though was) that it
was using current_session which is problematic for concurrency. That
was fixed a few months ago for all Items, so now it should just be a
matter of setting it up/using it.

What about this server-side variable (collation_connection)?
Currently, utf8_general_ci is used unless I use the COLLATE clause in
my SELECT query. I see no real reason for removing / disabling it...
