Eh, my bad. There is LOAD DATA LOCAL INFILE ... but apparently not an
equivalent SELECT INTO LOCAL OUTFILE. Funny, I always thought there
was... The thing that does this is called simply "[mysql|drizzle]dump
--tab", there is no SQL command.

My point was that at least we preserve some easy way of selecting to a
CSV file at all. Given the above, the canonical way to create a CSV
file is drizzledump --tab and the server code should go.
