We have just submitted our application for 2012. Then about 2 weeks from now we know if we are accepted. At that point we will publish a wiki page with project ideas, and you can of course propose ideas too. We highly recommend that you engage with the project in the form of some small bug fix or other code commit already before applying. This will enhance your chances of getting selected.
