There are quite a number of bugs that aren't tagged. I like tags because, thanks to LP's list of "# <tag>" on the bugs page, we can see things like "Oh my, there are 100 <replication> bugs; looks like the replication subsystem needs some love." There are currently only ~60 tags for ~200 bugs.
