I found this too. I've solved this in drizzle-7.1-packaging such that both the .init and .upstart files are in the repo, but the "make deb" command will rm the .upstart file if lsb_release indicates you are on Debian. Now of course I don't release Debian packages, but it is supported like that.
Btw, www.drizzle.org/content/download now links to the Debian unstable Drizzle packages as our official Debian packages. I saw you asking about our version numbers on IRC. The answer is that the third number will always increase for each release. The -rc part is therefore informational only: 7.1.31-rc -> 7.1.32-rc -> 7.1.33-stable -> 7.1.34-stable etc...
