Anyone can vote. People using the candidate are encouraged to weigh in and vote. However, any release requires the approval of the project PMC. In this case, it is the Incubator PMC that needs to approve this request. We need at least 3 +1 votes from people on that pmc. Thorsten is on the ipmc so we have one of the required +1 votes. Non-binding votes (from you and me) are encouraged and can affect how people with binding votes actually vote. Who is on any particular pmc is project specific and is determined by that pmc with approval from the board.
The ipmc is a bit different in that it is composed of almost all asf members. Most pmcs are made up that aren't members. Membership on any pmc should be determined by merit and is project specific.
