It's the default value. If the discarding threshold is not specified, Logback will automatically set it to 1/5 of the queue size. So, when the queue is occupied on 4/5, Logback starts discarding messages. You can provide an absolute value if you want (e.g. 64). In that case Logback will start to discard messages, when you have 64 or less empty slots in the queue.
