No, that's a bug in DSpace, but on the OAI provider side, i.e. demo.dspace.org. I thought it was fixed [1], but perhaps not completely [2]. There's nothing you can do on the harvester side, the "from" parameter is how the harvester is able to request new content beyond what it already harvested in the past.
