That sounds a bit like the Central Authentication Service (CAS).  Is
there any possibility that the user will arrive at your DSpace already
authenticated and in possession of the session credentials?  In that
case the expected response to "I want to register" wouldn't be "please
identify yourself" but "done!"

I recall that someone has already done CAS authentication for DSpace.
