Thanks Paulo, I went on vacation after we had the conference call and it slipped my mind to post the results. We discussed the options for this patch and decided that because there are no modularity options for the JSPUI, and the administrative interface in the XMLUI that this patch can not be effectively made into an addon at this time without substantially more work.
The current plan is for the Texas Digital Library to refractor the patch so that at the DSpace API level the mechanics are separate then apply the patch for DSpace 1.6. The TDL will maintain a version of this patch against 1.5.1 (because that's what we're running down in Texas) and a version against DSpace 1.6 branch/trunk.
