Community/collection admin should not to be able to delete their admin group

For delete an admin group you need admin permission on the object
(community/collection) - I think that we should change it to require admin
permission on the parent object.
Additionally, at the moment, if you attempt to remove "your" admin group from
the xmlui you get an authorize exception at the commit time because you don't
have more enought permission to update the object (community or collection)
