How do we want to proceed with this? 

There seem to be two options:

1) Write a quick version for 1.6 that allows the 'ORDER BY' to be set to a 
column and ASC / DESC

2) Find someone who wants to implement a better solution, probably with a new 
'display index' column which can be used to ordered by. This will require jspui 
and xmlui editing features to change the order. Would also be nice to be able 
to hide bitstreams by for example setting the 'display index' to '-1'. If 
someone is committed to doing this work but can't get it done in time for 1.6, 
we could use 1.6 to get the new column into the database, and this can then be 
used in subsequent 1.6.x versions to provide this facility.
