Hi Kim,

right we need consistent behaviour, the first multilingual stuff had the 
following preference:

- user selection (from the UI - languages available)
- eperson language
- browser setting
- dspace default locale
- default locale

Part of it got lost with all  the changes in 1.5.

One other thing is to make the languages exposed a conscious choice of the 
DSpace instance.
