There's two cases here:
1) The repository only contains metadata abstracts for some items (doesn't 
matter if you're logged in) - no bitstream
2) There is a bitstream, but only available to users who are member of a 
special group

Claudia's solution, would solve case #2.

So to solve #1 somewhat, I somewhat like how Google Books does it.

The user can alter their browse filter, which defaults to Any view

And for each item in the browse list, at the end of its title + metadata it has 
a little message that says: Full view, Preview, Snippet View, or No Preview.

Or, another solution, that the screenshot indicates, to add a PDF icon to the 
browse list, when there is a bitstream available. I think that if you use a 
media filter that tries to create a thumbnail for all media types, you could 
show the thumbnail. In the case on non-visual-media-types, like an audio file, 
zip, or csv you could then just show the MIME-type icon. In the case of 
multiple bitstreams, it could be PDF + 5 more.
