Backed out the change. The underlying problem is that its easy enough to change
DCDate to throw an exception if it is fed an invalida date, but the submission
process is only designed to check for the presence of a required value and not
to validate its contents. It needs to be extended to do more extensive
vaildation before we can integrate a check on dates.
