SOLR Stats: differentiate between internal institute traffic & external visitors

By allowing an admin to configure the IP range of his/her institution in the
config file, stats could be broke up into internal traffic & external traffic.
This could help repository administrators to illustrate the value of their
repository:
- Lots of internal traffic might work as proof that the repository is a popular
tool for the faculty
- Lots of external traffic might support the idea of the repository generating
exposure for the institution's output online.
Although the Geo location stats in Google Analytics might be able to tell you
something similar, differentiating the traffic on IP ranges might be more
accurate.
