In the DSpace Developers Meeting on March 23, 2011
(https://wiki.duraspace.org/display/DSPACE/DevMtg+2011-03-23), we decided that
the CHANGES file in SVN
(http://scm.dspace.org/svn/repo/dspace/trunk/dspace/CHANGES) is now obsolete
and should be replace by the online History at:
https://wiki.duraspace.org/display/DSDOC/History
The above online History file also ends up in the final release PDF & HTML
docs, and has taken the place of the inconsistently updated CHANGES file. The
online History page also has the benefit of being auto-generated by JIRA. So,
it encourages us to use JIRA to track all changes that need recording (rather
than manually entering them in the old CHANGES file).
