This issue was discussed in DSpace Developers Meeting on April 27, 2011:

Currently, there is no option to see the email when 
'mail.server.disabled=true'.  That option completely shuts off all email 
functionality. However, based on discussion, it sounds like several folks think 
it may be useful if the email messages were sent to the dspace.log files when 
the email server is disabled (as that may allow for better debugging of email 
messages, etc.).  NOTE: we do not recommend setting 'mail.server.disabled=true' 
on Production servers, this option is only meant for debugging/development.
