Kevin, we will want to reconsider that the web-application may want to 
participate in this configuration... such that the precedence is 

1.) webapp (WEB-INF/spring/config/modules/...)
2.) dspace dir (dspace/config/spring/modules/... )
3.) addon artifact (resources/spring/config/modules/...)


On a side note, the webapp.cfg configuration properties level was commented out 
when loading local dspace cfg files, we will want to assure that it is still 
possible to override configuration directly on a webapp by webapp basis.
