When properly converted to use the service manager,  filter media, 
authenticators, etc will have a spring configuration file in DSpace-API that 
will be overridable in dspace/config.  Most of the current configuration that 
does anything that is plugginmanager related will be droppable from the cfg 
properties configuration and what is left will be authenticator, filter related 
config will be specific to that class.  so yes, each should get it's own 
configuration cfg, in the near future each will be getting it's own spring.XML 
as well.
