This patch adds curation task groups to the curation framework, so that tasks
can be grouped in the GUI, thereby avoiding the potential for long select
option lists that can be less user friendly.
This also includes the addition of the evtbehavior attribute, which allows the
developer to send event attribute information through the DRI.
