This issue was discussed in the Developers Meeting today.

We decided that this actually seems like an Improvement/Feature Request rather 
than a bug.  We think there may be a small misunderstanding around the purpose 
of the 'primary bitstream', which traditionally was only used to designate the 
primary file in an HTML webpage/site.

However, this does seem to be a good feature request.  Essentially, several of 
us like the idea of being able to designate which image is displayed as the 
main thumbnail.  So I've switched this from a "Bug" to an "Improvement".  We've 
also scheduled this for post-1.8.0.  It may be possible that the new ability to 
reorder bitstreams in 1.8.0 will help with this issue.
