Hi Mark, I think the type of "add-on" you are talking about is somewhat similar to something Richard Rodgers has begun to develop:

You should be able to Install DSpace and then "drop in" some add-ons & configure them as needed. Technically, you can basically do the "jar drop-in" thing with custom Curation Tasks or separately-released Curation Tasks (like Replication Task Suite, https://jira.duraspace.org/browse/DS-876).
