Richard, per (1) I think there are two approaches...
a.) have foresite use the dspace-pom as its parent and use the sonatype process
to release it (If I were to do this I'd need commit rights on foresite to cut a
release tag when running mvn release:prepare). I can then use my sonatype
credentials to release it to central repo by running mvn release:perform
locally. Is good because no code is forked, but project is under groupId
org.dspace. (maybe we also request to release under the groupId
com.googlecode.foresite-toolkit
b.) we copy the code into http://scm.dspace/svn/repo/modules/dspace-forsite and
maintain/release it from there (sadly, it forks code)
